one possibilty - do the asylum story somewhere else.........

as for the roma, its well worn territory, so you need to think how to make your project different. the land rights issue is a major one, as they are often presented with a catch 22 situation of wanting to buy land to live on, but not being able to find land with the right planning permission for residential use, or just going ahead and buying land and then being prosecuted for living on it.

the key will be access and how you plan to shoot it. think hard if multimedia or some other extended form might give your work a context that is missing from so many other stories on gypsy life (these comments apply just as much to the asylum story)

I think the work into Romany Gypsies would be a good idea, as you say they are very dis-advantaged as an ethnic minority and things do need to change.  I would also suggest trying to turn the media perception on its head on a national level!
